N00B, странно, я вот лечу тоже на Филипины, написал письмо в управление гражданской авиации Филипин, вот ответ:

Greetings from the Civil Aviation Authority of the Philippines (CAAP).
Please find attached Memorandum Circular 29-15 (our updated regulations on RPAS).
According to our Flight Operations Division (FOD), if your drone is less than 7kgs and if you are going to use the drone for non-commercial/personal/recreational purposes, there is no need to register your drone and obtain a Controller's Certificate.
However, you must strictly follow the regulations stated in Memorandum Circular 29-15 as well as the following operating guidelines:
- Shall be used for non-commercial purposes only;
- Shall be used within a community-based organization’s safety standard;
- Shall be used 10km. radius away from Aerodrome Reference Point (ARP);
- Shall operate within 400ft. Above Ground Level (AGL);
- Shall stay clear of populated areas;
- Shall not operate RPAS in a controlled or prohibited airspace;
- Shall not operate night flying;
- Shall ask permission to the local authority;
- Shall operate within Visual Line of Sight (VLOS); and
- Always yield to manned aircraft.
